Bashir would argue that he doesn't belong in any manner of preternatural line-up of who's who. Is he the result of some creative (magical?) accounting? Yes. Does that mean he's going to swan about under the moonlight or whatever else? No.

He's going to get down to work and offer to treat anyone and everyone who comes to his door. Care doesn't just start and end with stitches - people need access to food, financial security, mental health support, and a sense of hope. Most of this does not put him on the same side as the police or the more conservatively minded folk of St Louis. While he firmly stands on the side of do no harm, he has made a bit of a name for himself by refusing to hand over his patients to anyone that didn't have their best interests at heart.

Following the last round of yelling, Bashir has printed off a rather nice looking sign listing people who are ON NOTICE and that they can receive treatment if they (a) wait outside the clinic and (b) phone in. As someone approaches, he is pinning it up on the exterior notice board, along side flyers for foodshare programs and a free literacy program.
