Bashir would argue that he doesn't belong in any manner of preternatural line-up of who's who. Is he the result of some creative (magical?) accounting? Yes. Does that mean he's going to swan about under the moonlight or whatever else? No.
He's going to get down to work and offer to treat anyone and everyone who comes to his door. Care doesn't just start and end with stitches - people need access to food, financial security, mental health support, and a sense of hope. Most of this does not put him on the same side as the police or the more conservatively minded folk of St Louis. While he firmly stands on the side of do no harm, he has made a bit of a name for himself by refusing to hand over his patients to anyone that didn't have their best interests at heart.
Following the last round of yelling, Bashir has printed off a rather nice looking sign listing people who are ON NOTICE and that they can receive treatment if they (a) wait outside the clinic and (b) phone in. As someone approaches, he is pinning it up on the exterior notice board, along side flyers for foodshare programs and a free literacy program.

Jean-Claude is happy to be embraced by the world at large. He is happy to put on a show, to play into the expectations placed upon him and have his patrons falling into his lap. He is not happy to be put in a box and forced to play by the rules.
And so he does not.
Most clinics have rules about seeing weres. The rules being that they do not allow them in their doors. Jean-Claude does not know what this Doctor Bashir's rules on such matters are, but he figures it is best to hear from the source. Which is why he has sent his people to retrieve the man. They should be arriving... Any time now.
Sitting back on the velvet sofa in his receiving room, underneath the Circus, he waits.

One of the vampires at his side stops and moves to take off his blindfold. He wrinkles his nose, rubs at his eyes, and pointedly does not make eye contact with anyone in the room. "I do house calls, you know. Asking, booking an appointment, all of that works, and allows me time to gather my own equipment rather than having some ham-handed fledgeling rummage through my clinic and peer through my sterile supplies. You might not need them, but I treat all kinds."
His tone is sharp, but it's hard to be truly intimidating when forced to look off to one side. (...and when one is basically a harmless looking twink.)

The vampire leans gracefully to the side against the arm of the sofa, resting his head on his hand as he takes stock of the man before him.
"Forgive us, Doctor Bashir," Jean-Claude says, once he has paused for breath. He does not have to glamor the man for his voice to feel like the soft brush of velvet upon skin. What can he say, it is a talent -- and one he takes pleasure in, as it were. "We forget our manners, at times."
When there is need. And there is most certainly a need now. But Jean-Claude does not want to show his cards too quickly. He cannot waste time, when there is precious little to spare. But he needs to vet the Doctor before him, be certain he can be trusted with his innermost circle, and quickly. Nor can he risk glamoring him as he does, for the possibility the man should lose himself too far.
"Your reputation precedes you. And it is that which has brought you to our door." His lips curl. "In a manner of speaking."

While it would be lovely to focus on, or even truly pay attention to, Jean-Claude's voice (and it is very nice, indeed), he can't pay it much attention. Not if they're on a timeline.
"Whoever you've brought me here for, I'm going to assume they're preternatural? Yes? If so, I'd like someone able to help me manage them. Even injured, they're bound to be far stronger than I am."
