These larvae are not 'Tendu', are not people until they've pupated a second time - an act that requires an additional fertilization." Bashir's 'verse is already so much weirder than Duplicity and from his tone of voice, he doesn't judge these people in the slightest.

"Occasionally larvae do get out of their pools, and they can grow into larger creatures, but they never develop into Tendu."
